Atameken offers to develop uniform requirements to digital maps of regions
Deputy Chairman of the Board of the Atameken Rustam Zhursunov announced the key problems in the field of land relations during the III Republican Business Forum on Anti-Corruption with participation of Timur Kulibayev, chairman of the Presidium of the Atameken National Chamber of Entrepreneurs of Kazakhstan and Alik Shpekbayev, chairman of the Agency of the Republic of Kazakhstan for Public Service Affairs and Anticorruption.
Rustam Zhursunov noted the necessity to make information about the land accessible and understandable. To do this, you need to improve the interactive maps of regions. They should have information about the infrastructure, available engineering communications, power capacities, existing and planned buildings, Master Plans, local area development plan, technical conditions, connection points and etc.
There should be at least 11 such basic options, which will allow providing all the necessary information, optimizing and shortening the terms of service provision on a single window basis.
The initiative of the National Chamber was the proposal to develop uniform requirements for interactive maps.
“Our task is to create authentic and usable interactive maps in all 17 regions by the end of this year,” Rustam Zhursunov emphasized.
In addition to solving the land issues, electronic maps will be useful in obtaining technical conditions for connecting to utilities, which will also have a positive effect on solving corruption issues.
After receiving the land a businessman often faces the problem of lack of engineering communications, which becomes a reason for a bribe. According to a member of the Board, the amounts for connection of electricity exceed one and a half million tenge. The Atameken offers to provide entrepreneurs with free access to monopolists' databases.
Rustam Zhursunov cited the example of the Kyzylorda region, where the principle of a single window is applied via the Center for Entrepreneurship Services/ The Center provides information about utilities schemes. Processing time and terms of receipt of technical conditions were reduced from 5 to 3 days.
He focused on the elimination of corruption risks in the field of veterinary medicine, sanitary and epidemiological surveillance, technical regulation, where there is no clear procedure for conducting accounting and inspections, as well as introducing self-regulation.
Another measure to reduce corruption in the procurement of purchases is the introduction of a special online platform "Single window of procurement."
“Single window of procurement platform will inform fiscal and law enforcement agencies about corruption risks in the field of procurement, provide customers with the information about the average price corridor to give them opportunity to plan properly the business processes for the introduction of price compliance before purchasing. The platform will warn unscrupulous suppliers about the possible consequences for them in case of participation in procurement,” Rustam Zhursunov said.
At the end of the forum, the Road Map for 2019 was signed between the Atameken NCE RK and the Agency of the Republic of Kazakhstan for Public Service Affairs and Anticorruption.
