Single Window portal for export-import operations launched in Kazakhstan
Ministry of Finance of Kazakhstan presented the Single Window portal.
On March 27, the Single Window portal for export-import operations has been launched in pilot mode. The Vice-Minister of Finance of the Republic of Kazakhstan Ruslan Yensebayev told about this at the platform of the Atameken NCE RK.
“We have been working on this project for several years in Kazakhstan. Of course, this innovation can facilitate the work of participants of foreign economic activity (FEA) and will fully realize the novelties of the EAEU Customs Code regarding the non-submission of documents in electronic declaration,” managing director - director of the Customs Administration Department of the Atameken Dina Mamasheva said.

The foreign trade actors will be able to provide appropriate information for export-import operations via a single channel. The portal also provides an opportunity to obtain pre-information necessary for the import or export of goods.
“Last year the Astana-1 information system was launched, which made it possible to transfer the declaration process into an electronic form. As of today, more than 70 per cent of declarations are processed along the green corridor. However, we see that before registering the documents, traders face difficulties in obtaining permits. First of all, it is time saving, previously many business processes were carried out on paper, there were no transparency, which led to corruption risks, ” Ruslan Yensebayev said.

In turn, business was interested in the documents regulating the work of the Single Window. It is also an opportunity to submit applications via the system since March 27. The National Chamber raised the issue of the absence of a previously unified database of customs permits.
Basic elements of the Single Window portal:
- Obtaining electronic permits and licenses;
- Obtaining the status of authorized economic operator
- E-customs declaration;
- E-services for the issuance of customs preliminary decisions;
- Electronic services for obtaining the status of a person carrying out activities in the field of customs;
- Integrated customs tariff;
- Reference books and registers of documents;
- Search and view regulatory documents.
