Atameken cardinally transforms method of Business Climate independent rating

On September 17, 2019, the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan hosted a teleconference meeting with representatives of regional akimats, akimats of Nur-Sultan, Almaty and Shymkent and regional chambers of entrepreneurs to discuss the updated Methods of the Business Climate independent rating and Special Review on Corruption.

The Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan in accordance with the Law on the National Chamber of Entrepreneurs of the Republic of Kazakhstan annually holds the Business Climate independent rating.

The Business Climate independent rating is a national analogue of such well-known business initiatives as Opora Russia of the Russian Federation, the Deloitte’s Business Barometer, the KPMG European Family Business Barometer, the EY G20 Entrepreneurship Barometer, the Economist/FT Global Business Barometer, etc.

An integral part of the Business Climate independent rating is the Special Review on Corruption. The purpose of this study is to analyze the spread of corruption in specific areas and develop specific practical measures to address the problems identified in the study.

Undoubtedly, during the formation of the National Chamber as an institution of business support and development in the country, the conduct of the Independent Rating according to the developed methodology was justified and played its positive role.

Ranking the regions according to the conditions of doing business, the Business Climate has become a kind of business guide for domestic and foreign entrepreneurs, focusing their attention on the most competitive regions with a more favorable business environment.

However, a number of similar studies are currently being conducted in Kazakhstan along with the Business Climate rating. These are the World Bank's Doing Business rating, the World Bank's Doing Business subnational rating, the National rating “Ease of Doing Business rating for regions and cities”, and the UNDP's Competitiveness rating.

Taking into account the results of discussion and analysis of the needs of the business community, investors and government agencies in conjunction with the Strategy Public Fund, the Atameken has fundamentally transformed the methodology of conducting the Business Climate independent rating.

According to the updated Methodology, the analysis and comparison of business conditions in the regions of Kazakhstan are planned to be carried out in the context of the following factors:

- State of the market and resources;

- Market infrastructure;

- Prospects of development and sales;

- Internal resources;

- Technology and production;

- State support;

- Administrative regulation.

At the same time, since this year, the Special Review on Corruption has been singled out as a separate study, which is being conducted under the guidance of the Business Ombudsmen for the Protection of the Rights of the Entrepreneurs of Kazakhstan.

In August, the key approaches to the preparation of the Special Review on Corruption were considered and supported by the Anti-Corruption Agency of the Republic of Kazakhstan.

The survey of respondents on two surveys is planned to be conducted in all regions of Kazakhstan from September to October this year.

In November-December, the results will be summed up and prepared the analytical material on the results of the research. Proposals will be developed for the Atameken NCE RK and government agencies to improve the business climate in Kazakhstan.
