Business and government agencies discussed global approaches to implementing Open Skies

During the first meeting of the working group on the introduction of the Open Sky regime, the business community proposed to consider three models of the Open Sky regime by informing and involving the authorized state body.

Also, the model is based on the list of safe states and routes, which is proposed to be developed by the state body or aviation authorities, according to which airports will conclude direct contracts with air carriers, informing the aviation authorities about the opening of a new route.

The airlines noted the need to form the Open Sky policy, taking into account Kazakhstan’s EAEU membership, the expediency of finalizing the procedures for servicing transfer and transit passengers and luggage.

During the meeting, the parties agreed to study the experience of Uzbekistan in introducing the fifth degree of air freedom in the five airports of the country. Kazakhstan will study the experience of Russia, namely the Pulkovo international airport, that has the seventh degree of freedom of the air on 33 foreign destinations.

As a result, it was decided that the Civil Aviation Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan would develop specific proposals within the framework of a comprehensive approach, defining the purpose of implementing the Open Sky regime taking into account the interests of the national carrier, airports and domestic air carriers.

Earlier President of the Republic of Kazakhstan Kassym-Jomart Tokayev announced the need to increase the number of international flights.
