Experts identified problems and prospects for innovative approaches in education
Nur-Sultan hosts the International Forum "Implementation of Innovations in Education: Practice, Problems, Prospects" with the involvement of partners and experts from far and near abroad.
The organizers are the Atameken National Chamber of Entrepreneurs together with the Association of Organizations for the Development of Human Capital, Education and Science.
Today, on October 31, a plenary session was held, where Olzhas Ordabaev, Deputy Chairman of the Board of Atameken NCE RK, acted as a moderator.
Among the speakers of the plenary session were Bibigul Assylova, Vice-Minister of Education and Science of the Republic of Kazakhstan, Daniel Brooker, Head of Consultancy at Cambridge Assessment English, Mike Thompson, Director of the Department of Education of National Geographic Learning ELT, Zholaman Uvaleyev, Executive Director of the Kazakhstan Association of IT-companies, and other invited subject matter experts.
In her speech, Bibigul Asylova, Vice-Minister of Education and Science of the Republic of Kazakhstan, raised the topic of personnel shortage and training issues at all levels, and outlined all the measures that have been discussed and taken jointly with the Chamber in recent years.
"In cooperation with Atameken we have revised many standards, developed an acceptable standard of per capita financing in the educational state order, a new PPP model for school construction at the expense of investors and business. The number of private schools in Kazakhstan increased by 50% due to business support. The schools are teaching Entrepreneurship Fundamentals, modular programmes agreed with employers, developed for colleges, and monetized the hours of dual learning. It is also a matter of time that our children will go to universities that have a good rating. In general, the system of ratings is needed at other stages and facilities of the educational system," she said.
The foreign guests, Daniel Brooker and Mike Thompson expressed a special hope for fruitful cooperation. Mr. Thompson noted the changes in the methods of teaching English in recent years.
"In Kazakhstan, we have been working for over 15 years to advance educational reform. We have helped Nazarbayev Intellectual Schools from the very beginning, and we evaluate and develop teachers professionally. We also work with the Nazarbayev University, and Ministry of Education and have a joint project to assess and develop the English language. We are implementing 50 pilot schools with Ministry of Education, using Cambridge material on innovative testing and teaching within the curriculum. Cambridge itself is proud of this project in Kazakhstan," Daniel Brooker said.
Zholaman Uvaleyev, Executive Director of the Kazakhstan Association of IT companies, who is not satisfied with the quality of personnel in the country, also proposes systemic reforms in graduate training. He put forward a minimum model of infrastructure and system equipment of the educational institution.
"Consolidating the opinion of IT-companies, I will give a real and agreed opinion. I participate in accreditation, assessment of universities, development of educational programmes. In general, there are few specialized universities on it, and the majority of general profile universities also train personnel in programming, I give you an example: there are 38 bachelors in a university and only 3 bachelors have passed the first stage - the initial certification. And nobody could get a job with our employers. It is necessary to update the standards and programs. Human capital is the basis of the economy, so we need systemic measures," he stressed.
In addition to them, the presentations were made by Elkhan Azimov, Doctor of Pedagogical Sciences, Professor of the Department of RKI of the Pushkin State Institute of Russian Language, Araylym Nurgozha, Director of Development of the Algorithmic Project, Aida Urazaeva, Director of the Department of Language Schools "Study Inn" for International Accreditation of EAQUALS, and Botagoz Akhmetova, Chief Expert of the Department of Cooperation with Religious Education Organizations of the Committee on Religious Affairs of the Ministry of Information and Social Development.
It should be noted that the forum will last 2 days, it will be a dialogue platform. All interested parties are invited to the Forum: employers, representatives of technical and vocational education, schools of regions and Nur-Sultan, Almaty and Shymkent, associations, NGOs, Kasipqor holding non-commercial joint-stock company and Ybyray Altynsarin non-commercial joint-stock company, representatives of the Ministry of Education and Science, the Committee for Religious Affairs of the Ministry of Information and Social Development, the Ministry of Labor and Social Protection, as well as leading colleges of the country.
Tomorrow, November 1, within the framework of panel sessions, systemic and operational problems in the implementation of ongoing reforms in the field of education in Kazakhstan will be identified. These include the introduction of modular educational programs in the technical and vocational education system, the implementation of the course "Fundamentals of Entrepreneurship and Business", vocational guidance for schoolchildren, the formation of linguistic competencies of students and students, including the introduction of international assessment standards. In addition, an important topic of discussion will be the criteria for employers.
