Single Business Register to resolve issue of bona fide business
To improve the business environment and avoid infringement of consumer rights is the goal of the Atameken NCE RK. Deputy Chairman of the Board Rustam Zhursunov expressed the position of the National Chamber during the meeting with the deputies of the Mazhilis of the Parliament.
"The Atameken NCE RK repeatedly stated that it works to protect and support honest businessmen. But what kind of businessman is conscientious and what kind of businessman is not? No one can answer this question unambiguously. To solve this problem, we are working on the creation of a single business register of business entities," Rustam Zhursunov said.
Today, more than 100 databases of government agencies are in operation. The single business register will be integrated with them. As a result, it will be possible to see "an information portrait" of each businessman. The launch of the register is planned for the second half of 2020.
Continuing the theme of digitalization, Deputy Chairman of the Atameken NCE RK presented to the mazhilismen one of the central projects of the National Chamber - the Single Procurement Window.
The Single Procurement Window gives businesses access to a wide sales market. There are five procurement sites, more than 100,000 commodity items, service capacity - more than 10 trillion tenge. Service analytics makes it possible to identify overpricing, reduce shadow turnover, reduce corruption risks," Rustam Zhursunov said.
Separately, Rustam Zhursunov dwelt on the problematic issues of the development of the institute of self-regulation.
"There is a good example in the sphere of elevator economy. The pilot project was implemented in Nur-Sultan. The self-regulating organization is created, and it certified 2,400 lifts, namely the register of subjects existing in the market is actualized. A national standard for the operation of elevators was developed. Since the implementation of the project, the number of accidents and complaints has been reduced by 40%. This positive experience should be extended to the whole country," Deputy Chairman of the Atameken NCE RK cited the example.
The PPP mechanism continues to be implemented in the implementation of socially significant projects. The PPP has become one of the forms of substitution of public procurement, which is a hidden budget financing.
"Having attractive spheres and objects for investment, the regions are often unable to prepare and pack a good project for investors," Rustam Zhursunov said.
According to the deputy chairman of the Atameken NCE RK, there are many reasons for this. Including the lack of tools to assess the commercial viability of projects, a non-transparent system of passing the projects, inefficient expertise, insufficient competence in the development of technical specifications.
"It is necessary to develop and approve standard PPP projects and standard investor solutions, as well as qualification requirements for developers. This is a great opportunity to stimulate economic growth and development of PPP," Rustam Zhursunov said.
