Public Services Digitization requires correct amendments to legislation – Timur Kulibayev on Government for Business

Timur Kulibayev, Chairman of the Presidium of the Atameken NCE RK, has proposed to create a single Law “On public services for business” during the IV Republican Forum of Entrepreneurs on Anti-Corruption.

According to Timur Kulibayev, such legislation will bring to a single denominator all services that are provided to the business by state.  By July 1, on behalf of the President, the National Chamber of Entrepreneurs and Government will present the Government for Business Digital Platform, where entrepreneurs will be able to receive all services on a single-window principle. The new digital platform will be an important step in the fight against corruption.

"To digitize deeply public services for business, we need to introduce correct amendments to the legislation in Kazakhstan. It is important to start studying the experience of countries that have made real progress on this issue. For example, we should study the experience of such countries with the same starting conditions as Georgia and Estonia. There is a proposal to develop a single Law “On public services” to reduce to one denominator the services that the state provides to the entrepreneur," Timur Kulibayev said.

In addition to digital tools to combat corruption in the issue, Kulibayev suggested creating working groups to jointly analyze the existing legislation on procurement in the quasi-governance sector.

 "By the instruction of President of Kazakhstan, we should include the procurement of the quasi-sector in the single Law "On procurement". We know that national companies have their specifics of procurement, and we should take it into account, and create either a single Law "On procurement" or a separate Law "On quasi-sector companies". These will ensure transparency and access of domestic producers to the procurement of the quasi-gas sector," Timur Kulibayev said. 

Business and the anti-corruption agency concern about the issue of distribution of subsidies, especially in the agricultural sector. According to Timur Kulibayev, there is a paradoxical situation in this sector. About KZT 2 trillion of subsidies has been allocated into the sector over 10 years, and the share of agriculture in government's GDP has not increased but remained at 5%.

"Unfortunately, this is a very corrupt sphere. Over the past few years, the rules of subsidies have changed 47 times and, of course, it is impossible to digitize services, the conditions of which are constantly changing. We need to think through the rules that will be aimed at solving the tasks that the government sets for us, and to make it convenient for agricultural producers," Timur Kulibayev concluded.

Education and ecology are also in the red zone, but this work will not stop, Chairman of the Atameken Presidium promised. According to him, these and other sectors will be considered this year.
