Atameken advocates professional verification of domestic producers
On March 18, 2020б the Samruk-Kazyna Fund announced that there is no need to provide certificates (CT-KZ, Industrial Certificate) to participate in the procurement of the Fund. The Fund noted that the akimats only need to confirm the status of domestic commodity manufacturers and approve their lists.
The National Chamber of Entrepreneurs strongly disagrees with the approaches proposed by the Fund. CT-KZ certificates, Industrial Certificates are established by the legislation of the Republic of Kazakhstan as documents confirming the status of producer and local content.
For reference:
Over 7,000 certificates are issued annually for more than 2,500 manufacturers. Taking into account, the introduction of the state of emergency, the Atameken NCE RK issues certificates 24 hours a day, 7 days a week.
It is necessary to notice that akimats have no competence in confirmation of the status of the domestic manufacturer.
Moreover, the Fund has not proposed a clear procedure of actions on the part of akimats and criteria of production availability. Thus, there are risks of corruption offenses on the part of akimats in the formation of lists of producers, as well as increased risk of purchasing from pseudo producers.
