Self-regulation is a tough entry into profession - Rustam Zhursunov

A unified system and regulation of specialists will bring the construction industry to a new level.

Issues of transition of the construction industry to self-regulation (SRO) were discussed at the Atameken site. Today, the construction market is deregulated, which leads to dumping, problems of professional certification and licensing.

The meeting presented the current activities of the professional association of accredited expert organizations “Chamber of Expert Organizations”, as well as the course of measures for the transition to mandatory self-regulation in the field of carrying out a comprehensive departmental examination of construction projects.

“The Chamber has been actively working since 2015 to transfer builders to an SRO. Today, the Ministry of Investment and Development, National Atameken and the Chamber of Expert Organizations approved a joint detailed plan for the introduction of self-regulation in the field of carrying out a comprehensive independent departmental examination of construction projects. Currently, an analysis of the regulatory impact has been developed, international experience has been studied, ”said the Chairman of the Board of the Chamber of Expert Organizations Birlik Erezhepov.

However, the professional community faces an acute problem of certification and licensing. Thus, since the beginning of 2016, the “Chamber of Expert Organizations” has expelled two members for unfair examination performance. The registry of unscrupulous specialists is a step towards the introduction of self-regulation.

“Certification is the main problem. Currently, the certification is taken by the GASK (Inspection of Architectural and Construction Control - author's note). And we see the discrepancy of specialists. Universalists appeared in our country, this is when one person issues conclusions on heating, construction, etc. And so up to 10 items from one person. The standards adopted by the Chamber made it possible to improve the quality of the execution of expert opinions, the production discipline of the technological processes of the examination. But this is not one hundred percent effective, ”noted Birlik Erezhepov.

According to the vice-president of the National Association of Designers of the Republic of Kazakhstan, Serik Rustambekov, it is necessary to toughen certification.

“Experience has shown that graduates of the first category today have graduates without proper work experience. And the crusts are distributed as in a store, ”said Serik Rustambekov.

Rustam Zhursunov, Deputy Chairman of the Board, noted that it would be more efficient to regulate not only expert organizations, but also industry experts themselves.

This will make a tighter entry into the profession. The project is implemented by a specialist and the individual should be responsible for the results. Such a measure will not allow specialists to move from one company to another, ”emphasized Rustam Zhursunov.

The Chamber of Expert Organizations supported the proposal. At the same time, it is believed that at the first transitional stage it is necessary to merge the existing expert organizations on the basis of one organization.

Today, in addition to experts of the departmental comprehensive examination of construction projects, architects, designers, contractors, and engineers are included in the construction process.

Summing up the meeting, Rustam Zhursunov noted that the National Palace is waiting for proposals on the introduction of voluntary self-regulation in these areas.
