What should be done for the development of Kazakhstan's production of explosives? This question was discussed at the NCE RK "Atameken"
At the site of the National Chamber of Entrepreneurs was held a meeting to discuss issues related to the licensing of explosive materials and creation of certified laboratories of explosives that meet the requirements of the technical regulations of the Customs Union.
The meeting was attended by representatives of ALE "Kazakhstani Union of Chemical Industry", the Ministry of Investment and Development of the RK, manufacturing companies and users of explosives.
Executive Director of Kazakhstani Union of Chemical Industry Nurlan Aldiyarov talked about the imperfections of the existing legislation on the licensing of explosives. Both domestic producers and representatives of the companies-consumers of explosives made speech on this topic.
The President of the Association of Representatives of blasting work in Kazakhstan Dmitry Masyagin spoke about the establishment of certified laboratories for explosives, complying with the Technical Regulations of the Customs Union. He informed about the presence of two certified laboratories of explosives in Kazakhstan. At the same time there is a problem of lack of authority on conformity testing.
During the debate, the advisor to Director General of Legal Affairs of JSC "National Scientific and Technical Center of Industrial Safety" Victor Vesnin made a proposal on the need to consider the introduction of the mechanism of state-private partnership in the creation of certified laboratories and conformity assessment of explosives.
Following the meeting, it was decided that the Kazakhstani Union of Chemical Industry, jointly with JSC "National Scientific and Technical Center of Industrial Safety" and interested companies will conduct a detailed analysis of the possibility of the creation of certified laboratories and conformity assessment body. The required financial and economic calculations will be prepared as well.
