A study tour to Poland in order to gain experience
Representatives of the NCE RK "Atameken" got acquainted with the Polish system of health insurance
At the invitation of "Khimfarm" and the investor – Polpharma, delegation of the National Chamber of Entrepreneurs of Kazakhstan visited Poland to study the experience of building a system of health insurance.
It should be noted that the company Polpharma (one of the largest manufacturers of generic pharmaceuticals in Europe) implements a major investment project to modernize the industrial complex in the city of Shymkent in accordance with the quality standards of GMP, which amounts to more than 100 million US dollars.
"Over the past decade, the health care system of the Republic of Poland passed a number of reforms, and now it is a developed mechanism of provision of medical care and medicines for the population. The health insurance system is also developed in the country. Our countries have much in common in historical and economic aspects. Poland and Kazakhstan have similar economic indicators, such as, for example, GDP per capita", - said Deputy Chairman of the Board - Member of the Management Board of NCE RK "Atameken" Yuliya Yakupbaeva.
Representatives of the NCE took part in a seminar on the study of health care and health insurance in Poland, met with health experts from Poland, who presented the health insurance system and examples of different systems running in Poland since the late '90s to the present day, their advantages and disadvantages, in particular private and public insurance. They also reviewed an open system of reimbursement for medical services and medicines, purchase of medicines for hospitals, development of distribution companies in Poland.
"In Poland, the health system is financed directly by the citizens. Each working citizen pays contributions amounting to 9% of salary to the National Health Fund. The Fund enters into a contract for provision of services to the public with a number of medical institutions: state and municipal, such medical establishments for easy identification have a special sign - NFZ (Narodowy Fundusz Zdrowia). A citizen may receive care in any medical institution, which cooperates with the Fund, the doctors receive citizens at the expense of the Fund and for private money. If a citizen chooses treatment at a private clinic, or just wants to avoid queues, he pays for health care himself. The system of accounting and storage of patient data is automated. Every working citizen has a plastic smart card, which stores information about payment of tax on health services and medical history. A patient has access to information about himself in online regime. Right for health care includes all medical services aimed at maintaining health, diagnosis, treatment, prevention of injuries and diseases, prevention of disability", - said deputy chairman of NCE.
By the way, not only a citizen of Poland, but also an employed foreigner benefits almost full range of free medical services, including stays in sanatoria, operations and specialized inpatient care in hospitals, as well as calling an ambulance to transport the patient to the hospital.
NCE delegation also met with representatives of the Employers' Association of the pharmaceutical industry, established in 2002 in accordance with the law "On the employers". "This association is part of Lewiatan-organization, which unites business - community of Poland, by analogy with the NCE RK "Atameken"", - said Yuliya Yakupbaeva.
The delegation visited the head office of the Company Polpharma in the city of Warsaw. The company Polpharma is an example of social responsibility. It is interesting to note that there have been created conditions for employees: gyms, saunas, solariums, cafe - dining room. Since 2001 operates Science Foundation of Polpharma, which finances most interesting research in the field of pharmacy and medicine. The group of companies Polpharma employs 7,485 people, of which 4331 people are employed in Poland.
Polpharma invests not only in the production facilities in Shymkent, but also in the development of science and education. For example, in 2013 the company implemented an educational project Academic SANTO, within which were signed memos with the Center for Life Sciences of Nazarbayev University, the Medical University of Astana, South Kazakhstan State Pharmaceutical Academy and the Nazarbayev Intellectual Schools.
