Bolat Palymbetov: "The sale of land through auctions should be carried out more often"
Aktobe region was the third one that Bolat Palymbetov visited in the capacity of the Ombudsman for the Protection of the Rights of Entrepreneurs of Kazakhstan.
Head of the region Berdybek Saparbayev met with business ombudsman and discussed with the guest the topical issues of business development.
According to akim of the region, 51 thousand business entities are registered the region, which employ 131,000 people, accounting for 30 percent of the total number of active population of the area. It is planned to allocate 4.1 billion tenge from various sources of funding in 2016 in the framework of the implementation of government programs. More than 1 billion tenge will be allocated for the development of rural businesses and agricultural processing in a pilot project under the program "Roadmap of employment".
"We are taking action and use all opportunities for the development of SMEs. We have reached good results. The industrial zone "Aktobe" of 200 hectares has put into operation in the region. We plan cooperation with foreign investors in connection with what has been established and efficiently operates the Center for servicing entrepreneurs", - said Saparbayev.
Business Ombudsman praised the progress of business development in the region.
"The region has created all conditions for development of small and medium-sized businesses. There is a big shift in business revitalization. This is evidenced by the results of the rating "business climate", according to which your region takes the second place after Astana in terms of favorable business climate. However, several issues remain unresolved", - said Bolat Palymbetov.
Basically, they relate to the provision of land and change of their purpose. The Commissioner for the Protection of the rights of entrepreneurs said that under the current legislation, business entities can only get land through auctions.
In particular, in Aktobe were conducted 7 auctions, at which were sold 117 land plots, while within three years 86 auctions and 532 land plots , in SKR were sold 56 land plots and 828 land plots were sold through the auction . In the first quarter of 2016 in Aktobe was held the auction, at which were sold 20 plots, for which instead of expected 9 million tenge were earned 75 million tenge.
Bolat Palymbetov proposed to conduct auctions on a periodic basis, taking into account the proposals of entrepreneurs on obtaining a particular land plot during formation of the list submitted for auction.
At the end of the meeting Berdybek Saparbayev promised to assist in solving business problems.
