CSHI: rates are reduced, employers!

The National Chamber of Entrepreneurs jointly with the business community and public authority conducts work on the execution of orders of the President of the Republic of Kazakhstan Nursultan Nazarbayev voiced in the Address to the people of Kazakhstan on 31st of January 2017, the introduction of an effective system of compulsory social health insurance, and improve access to medicines .
The main result of the work of the National Chamber of Entrepreneurs of Kazakhstan "Atameken is to reduce the financial burden on employers as part of the implementation of the system of mandatory social health insurance (CSHI) is to reduce the size of the rate of employers’ contributions.
"It is proposed to establish contributions of employers to CSHI in the amount of: 1% from 1st of July 2017, 1.5%- from 1st of January 2018, 2% from 1st of January 2020, 3% from 1st of January 2022 from the employer", - said the Minister of Healthcare Elzhan Birtanov.
This proposal is supported at a meeting of the Government of the Republic of Kazakhstan on 21st of February this year within the framework of the draft law submitted by the Ministry of Healthcare "On amendments and additions to some legislative acts of Kazakhstan on Healthcare".
On the issue of providing free medication, the minister of Healthcare of Kazakhstan said that the problem lies in the wrong financing of procurements.
Considering that on 1st of July 2017 in Kazakhstan will start medical insurance, the Minister proposed to change the form of procurement of medicines. According to Elzhan Birtanov, local agencies need to do engage in purchase and pay for only vaccines, social health insurance fund (SHIF) - Purchase of pharmaceutical services within the guaranteed volume of free medical care.
The National Chamber is planning discussion of the proposed model of procurement within the SHIF with the business community and public authorities in order to develop a consolidated opinion, aimed at improving the quality and accessibility of medical services within SHIF in terms of implementation of the system for effective supply of medicines.
