Ablay Myrzakhmetov called the creation of "new human capital" and the development of public-private partnership an equally important reform.

 "We analysed and found out that there are only 30% of private schools in the country. If private capital comes to health and education, unnecessary demands and barriers to business participation in PPPs are eliminated, this will give a serious impetus to the implementation of the set tasks. And in this issue it is very important that all the proposed reforms are integrated", - Ablay Myrzakhmetov said.

The relationship between business and the state radically changes the focus of the Strategy on technical renewal and digitalization, Ablay Myrzakhmetov believes.

He is sure that the mechanism of obtaining state services for business will be simplified, the terms will be reduced, the contact of the businessman and the official will be reduced.

"The bureaucracy will disappear, at the same time, it will be a challenge to state bodies, they will have to reduce unnecessary structures. Because virtually all service businessmen will be able to receive via the mobile application", - Ablay Myrzakhmetov said.

In total, the strategic plan 2025 is one of the tools of the Plan of the Nation and Strategy 2050. It includes seven systemic reforms: "New Human Capital", "Technological Renewal and Digitalization", "Competition and Competitive Business", "Rule of Law and Anti-Corruption", "Strong regions and urbanization "," Modernization of public consciousness "," Public sector as a leader of change ".
