ENTREPRENEURS ARE PROPOSED TO STUDY A NEW FLORA LAW
The National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken" received the Concept and the draft of "On the Flora" Law. Its developer is the Ministry of Agriculture of the Republic of Kazakhstan.
The new law proposes to systematize the issues of regulation of public relations in the field of protection and use of flora.
The sphere of regulation of the is objects of the plant world growing in natural conditions, as well as wild plants contained in the conditions of culture with the purpose of reproduction and preservation of their genetic fund.
The law proposes:
1. Licensing of activities in the field of handling flora objects (logging activities in the areas of the state forest fund carried out by forest users, plantation growing of wild medicinal raw materials, cultivation, collection, harvesting of plants and herbs containing narcotic drugs and psychotropic substances, plantation cultivation and realization of plants listed in the Red Book of the Republic of Kazakhstan).
2. Insurance of flora objects (compulsory and voluntary).
3. Implementation of state, industrial and public control in the field of protection, reproduction and use of flora objects.
