Kassym-Jomart Tokayev instructs to punish officials for hindering business
The business should be supported in every possible way, and those who hinder its development should be punished. President of Kazakhstan Kassym-Jomart Tokayev made such a statement during the enlarged session of the Government, media reported.
“My principal position is that domestic business should be supported in every possible way. And those who prevent its development by unreasonable checks, extortions, raids should be strictly punished. I believe that it is time to finally criminalize the actions of government agencies and their representatives aimed at the deterioration of doing business in Kazakhstan. We should provide for strict measures in the legislation up to criminal prosecution. I instruct the government to amend the legislation," the President said.
Kassym-Jomart Tokayev has instructed the Government to provide for strict legislative measures, including criminal prosecution.
It should be noted that the Atameken NCE RK has previously raised the issue of the need to increase the responsibility of officials for the damage caused to the business.
At the same time, according to the Head of State, the main task of the Government for the current and future period is to create jobs. The state of the economy and internal stability in the country depends on the solution of this problem.
“If the problem is in the banks, it is necessary to involve the National Bank. I instruct the Government and the National Bank to come to an agreed solution to the problems and report on the results within a month. At the same time, one should not forget about the counter liabilities of the business. We allocate huge funds from the state budget, increase capacity utilization, entrepreneurs' income, so the Atameken NCE RK and the business community as a whole should meet the government’s objectives. In other words, the government needs to work with the Atameken and other relevant institutions in a coordinated manner,” Kassym-Jomart Tokayev said.
During the meeting, the President also instructed to expand sales markets and strengthen the republic's negotiating positions in integration associations.
"It is necessary to systematically and rationally approach the development of trade policy, develop a set of effective measures for the development of domestic exports, search for new and expansion of existing markets. Particular attention should be paid to strengthening the negotiating positions in the integration processes," he said.
In addition, the Head of State raised the issue of efficient use of agricultural land.
"The land should belong to those who work on it. The Ministry of Agriculture has already started monitoring the rational use of land. This work should be brought to a logical conclusion. In connection with the completion of the moratorium on certain provisions of the Land Code in 2021, it is a ban on the sale and lease of agricultural land; we must make a final decision on this issue. I hope MPs, political parties and the public will speak out," he added.
Remind that earlier the Atameken NCE RK initiated the issue of completing the process on digitizing information on the availability of the land plots.
