Yuri Tleumuratov: "The Chamber has begun to implement the provisions of the Address"
The five main priorities affect the business area, meet its actual problems and are a priority in the activities of "Atameken
In akimat of Almaty was held a meeting of the urban activists: the business community, education, health, religious and public organizations, mass media, to discuss the annual Address of the President of Kazakhstan Nursultan Nazarbayev to people of Kazakhstan.
This year it is dedicated to the implementation of the third phase of modernization of the country and is unprecedented in the history by the scale of systemic transformation of the economy and support for entrepreneurship.
"All the five main priorities concern the scope of business, meet its actual problems and are a priority in the activities of the National Chamber of Entrepreneurs "Atameken". Today NCE, as consolidating business organization, is willing to work with the Government and akimat of Almaty, to proceed actively with the implementation of the provisions of the Adress, and has already begun", - said the director of the Chamber of Entrepreneurs of Almaty Yuri Tleumuratov.
The first priority. Rapid technological modernization of the economy, through the creation of new digital technologies and the introduction of best practices and business processes. NCE has the Committee of communication, information and data, uniting the leading IT-companies, there was created IT- Council for the involvement of young IT entrepreneurs in the business environment, there was launched the resource Atameken Service, which provides advice in this area. We provide targeted support of business in IT-sphere. For example, in Almaty the company Start Pay has developed an innovative product that allows you to pay for purchases via a smartphone, whether in a taxi, shop or internet network. The product will provide a technological breakthrough in the provision of payment services and will eliminate the use of expensive POS terminals for business, significantly reducing the burden for them.
Second priority – is improvement and expansion of the business environment. To do this, we will strengthen the systematic work on protection of the rights and interests of entrepreneurs, identifying and reducing administrative barriers in existing legislation. For this was created and successfully operates the Institute of ombudsman under the President, the Council on the protection of entrepreneurs' rights and anti-corruption, a mandatory examination of RLAs by NCE "Atameken", working commission on the monitoring of the rating of the World Bank “Doing Business”. I suggest Akimat to prepare roadmaps for joint work in this direction.
Business Support Centers and Centers for Servicing Entrepreneurs were opened by NCE in order to ensure the growth of contributions’ of SMEs to GDP by 50%, large-scale involvement of the population in entrepreneurship and access to finance. There are 3 CSE in Almaty (Medeu and Almaly districts), it is necessary to continue this work and to open new CSE in all other areas of the city.
In order to encourage entrepreneurs in rural areas there was prepared a project "Bastau Business", aimed at teaching business skills, including the principles of the formation of agricultural cooperatives and support to business projects. Today at the Chamber of entrepreneurs was held a meeting, on the basis of which was created an agricultural cooperative "Alatau" between entrepreneurs and farmers of Almaty region for the production of soybeans, corn and other crops.
For the development of agro-industrial complex, it is scheduled to begin implementation of the new state program of development of agro-industrial complex of Kazakhstan for 2017-2021 years. Also, together with the Akimat and the antitrust agency, it is necessary to conduct an audit and analysis in energy tariffs, housing, transport and logistics with broad involvement of experts from the business. By reducing the production costs for business, we will increase the competitiveness of domestic products in the domestic and foreign markets, attract investors to the country's economy.
As for privatization, we must actively involve in this process the business itself, improve the transparency of procedures, to consider the possibility of concessional lending, installment payments, maintenance service contracts and state orders.
It should be possible to extend the list of privatization objects in Almaty, taking into account the views of business, the work we do and plan to strengthen.
On public-private partnership, it is necessary to extend its application for SMEs, with the transfer of a number of public services, not only to business, but also guaranteed volumes of sales through the system of procurement of state bodies and national companies as well as the state orders.
The third priority – is macroeconomic stability. Here it is necessary to continue work to improve the affordability for businesses. A successful example is the launch of four regional programs of concessional lending for business Almaty: Zhibek Zholy Almaty Onym, Almaty Tourism and Innovation.
The fourth priority – is improving the quality of human capital in line with the challenges of the new global reality. Serious contribution in this sense can become reinforcement of the work of NCE in VET, modern training of personnel for business, creation of professional technical clusters on the basis of industry associations, today there are 7 in Almaty. Just yesterday at the Chamber of Entrepreneurs of Almaty for the first time, we have selected 6 Centers of Certification of specialists under industry associations, which will determine the qualification of mid-level specialists and skilled workers for the business.
The fifth priority – is institutional change, security and the fight against corruption. NCE jointly with Anti-Corruption Agency signed a cooperation agreement designed to ensure the reduction of corruption risks in the provision of services, reduction of administrative burden, etc. For the protection of private property, the rule of law and equality before the law, NCE RK "Atameken" was instructed to conduct an audit of all legislation to strengthen protection of property rights, decriminalize economic compositions with a low degree of public danger by reducing penalties for offenses in the sphere of business. One of the key issues is also improvement of the procurement sector. The Head of State instructed to implement a unified system of public procurement on the basis of a centralized service. And review the procurement procedures in the quasi-public sector, the sphere of natural monopolies and the subsoil in order to increase its transparency.
