National holdings and national companies have started selection of independent consultants for the escort of transactions with large objects
According to the Rules of the National Welfare Fund "Samruk-Kazyna" was determined the order for selection of independent consultants and provider of evaluation services. The requests are distributed now. This process will be followed by collection of quotations from potential participants.
Representatives of the domestic financial market can participate in the competition, by definition, independent consultants, in accordance with the above mentioned rules. For participation, it is necessary to provide the price proposal for the transfer of objects of national companies in the competitive environment, as well as presentation with a brief overview of the company (experience in M & A transactions, information about employees, etc.). Tenders may be submitted directly to the national company (information is available on the website of the company).
The proposal on the need to accompany large privatization objects by domestic brokerage organizations and participants of the securities market in the capacity of independent consultants have been repeatedly voiced by the National Chamber of entrepreneurs together with suggestions regarding the privatization of objects through the mechanisms of the Kazakhstan Stock Exchange, as well as the inclusion of representatives of NCE in the composition of project offices at the state bodies and national companies.
These issues have been resolved positively. Currently, by the decision of the State Commission on modernization of the economy was created a project office under the Committee for State Property and Privatization of the Ministry of Finance of Kazakhstan, JSC "National Welfare Fund" Samruk-Kazyna ", JSC" NMH "Baiterek" and JSC "NMH" KazAgro" with the involvement of the international consultants , international financial institutions (EBRD, IFC and others) and the Kazakhstani Stock Exchange. The purpose of creation of the working group – is development of proposals, including the conditions, methods, sizes of packets of shares (shares), period of sale and pre-sale preparation of facilities. The Ministry of National Economy noted active and effective work as members of the committees the representatives of NCE RK and supported their participation in the working groups (Project Office) for the sale of priority projects of privatization.
